Since the beginning of December 2025, the conflict in the eastern DRC escalated further, culminating in the takeover of Uvira by M23 mid-December. As a result of this violence, many people fled their homes in search of safety. An estimated 500,000 people became newly displaces in the days and weeks following the escalations. Most of them remained in South Kivu province, but a significant number of around 90,000 people fled across the border to Burundi. On both sides of the border, people are in dire need of humanitarian assistance. Refugees and internally displaced people often left without taking anything, and the camps or locations where they are arriving are not suitable for hosting this many people. There is a lack of food, health care services, sanitary services and safe shelter. People, and especially women and children are at risk of (sexual) violence, many children have been separated from their families and there is a high risk of disease outbreaks. Urgent humanitarian support is needed to address this crisis in both DRC and Burundi.

The Dutch Relief Alliance Joint Response in DRC and Burundi delivers urgent, multi-sector humanitarian aid to 147,169 people from 24 December 2025 to 23 June 2026. Led by Help a Child with partner organisations Oxfam Novib, Stichting Vluchteling, Tearfund, War Child and World Vision, it targets food insecurity, sanitation, health and protection concerns. The response provides WASH services, shelter and non-food items, cash and protection for vulnerable refugee and IDP communities.

De gezamenlijke reactie

The Joint Response covers areas in Uvira territory in the DRC, and Bujumbura and Buhumuza province in Burundi. Based on needs assessments, including those conducted by local partners and JR members, several priority sectors have been identified based on the most pressing and urgent needs.

  • WASH: The response will focus on the repair and disinfection of water points, rehabilitation and construction of latrines, distribution of WASH kits, hygiene trainings for staff, committees and community health workers, installation of water points and handwashing facilities and water chlorination.
  • NFI/Shelter: Households of displaced people on both sides of the border will be provided with emergency shelter and NFI kits.
  • Bescherming: Partners will work on tracing and reunification of unaccompanied children, the prevention and response to GBV by awareness raising, providing safe spaces for women and girls, mobile Child-Friendly Spaces for MHPSS for children, distribution of dignity kits and case management for GBV-survivors. Protection will be mainstreamed throughout the whole response.
  • Voedselzekerheid en bestaansmiddelen: The response will support some of the most vulnerable families with cash-for-food assistance.

 

The Joint Response is planning to reach 147,169 people during this response, primarily focusing on refugees and internally displaced persons on both sides of the Burundi/DRC border.
