The Dutch Relief Alliance (DRA) is searching for an experienced consultant(s) to conduct an external evaluation of the Joint Responses performed by DRA members and the overall functioning of the DRA during the strategic period 2018-2021. Initiated and financed by the Dutch Ministry of Foreign Affairs the DRA functions since 2015 as a partnership of 14 Dutch NGOs who work together to respond to protracted and rapid onset humanitarian crises worldwide.
The main objectives of the DRA evaluation will be increasing external accountability and stimulating internal learning. By means of an external evaluation The DRA and the donor, the Dutch Ministry of Foreign Affairs, aim to acquire an independent view on the progress the DRA has made towards the strategic priorities of 2018-2021 that focus on: innovation, localisation, accountability and collaboration.
Furthermore, the evaluation will serve as an input for improvement of DRA practices. The consultant is tasked with highlighting best practices and relevant errors and omissions related to the Joint Responses, DIF funded projects as well as the DRA Grant management in The Netherlands.
The lead consultant will develop and define the evaluation methodology in close cooperation with the reference committee. A set of research questions has yet been developed and incorporated in the Terms of Reference for this evaluation. The selected methodology should fit the research questions and collected data should accurately answer these questions. Inclusion of local partner organisations and project participants is deemed essential and applying innovative research methods is encouraged.
