The Dutch Relief Alliance Mozambique Floods Joint Response delivers urgent, multi-sector humanitarian assistance to 89,545 flood-affected people in Gaza and Sofala provinces. Led by CARE, with partner organisations Associação dos Jovens e Amigos de Govuro (AJOAGO), Associação do Meio Ambiente (AMA), CARE, Fundação SEPPA, Hikone Mozambique, KULIMA, MAHLAHLE, Oxfam, Plan, Save the Children, Tearfund, and World Vision, the response addresses urgent needs resulting from widespread flooding. The response provides WASH services, food security and livelihoods support, multipurpose cash assistance, shelter and non-food items, and protection for affected households and vulnerable host communities.

The Joint Response

The Mozambique Floods Joint Response covers flood-affected areas in Gaza and Sofala provinces, prioritised based on the scale of impact, displacement levels, access constraints and identified humanitarian gaps. In Gaza Province, the response targets Xai-Xai, Chókwè, Guijá, Chibuto, Mabalane, Mapai and Massangena districts, while in Sofala Province it focuses on Buzi district. Priority sectors have been identified through needs assessments conducted by national authorities, local partners and Joint Response members.

Food Security and Livelihoods (FSL):

Food insecurity will be addressed through emergency food or commodity vouchers aligned with cluster guidance, enabling households to access preferred food locally. Early recovery support includes agricultural input kits, climate-smart agriculture training and community-based livelihood recovery activities to restore self-reliance.

Multipurpose Cash Assistance (MPCA):

Cash assistance will be provided to flood-affected and displaced households to meet urgent basic needs not covered through in-kind assistance. Transfers follow national and Cash Working Group guidance and are delivered primarily through mobile money where feasible.

Protection:

Protection activities include community-based protection awareness, psychosocial support, Child Friendly Spaces, family tracing and reunification, Gender-Based Violence (GBV) prevention and response, dignity kit distribution and referral to specialised services. Protection is mainstreamed across all sectors, with safeguarding, PSEA and safe feedback mechanisms integrated throughout the response.

Shelter and Non-Food Items (NFI):

Households whose shelters were damaged or destroyed will receive emergency shelter kits and non-food items, including blankets, sleeping mats, mosquito nets, kitchen sets and jerry cans, complemented by technical guidance on safer shelter practices.

Water, Sanitation and Hygiene (WASH):

The response focuses on restoring access to safe water and preventing disease outbreaks through rehabilitation, cleaning and disinfection of water points, water quality testing, construction and rehabilitation of latrines, distribution of hygiene kits and household water treatment solutions, and hygiene and cholera prevention messaging. Institutional WASH support is prioritised for displacement sites, schools and health facilities.

 

The Joint Response plans to reach 89,545 flood-affected people and vulnerable host community members, delivering coordinated, life-saving assistance aligned with national and cluster priorities.
