Dutch Relief Alliance Publishes Report on Risk Sharing Pilot in Humanitarian Programming

The Dutch Relief Alliance (DRA), in collaboration with the Netherlands Ministry of Foreign Affairs, has released a comprehensive report detailing the outcomes of their “Risk Sharing Pilot in Humanitarian Programming.” This initiative, launched in 2024, focused on exploring risk-sharing strategies in humanitarian contexts across three country programs: the Democratic Republic of the Congo, Ethiopia, and Yemen.

The report highlights key lessons learned from this pilot, emphasizing the need for equitable partnerships within the humanitarian aid sector. By involving all actors in the delivery chain—local, national, and international—the initiative aimed to enhance joint responsibility and improve the overall effectiveness of humanitarian aid. Through open dialogue and collaborative risk management, the pilot fostered a shared understanding of the challenges faced on the ground.

Key findings from the pilot underscore the importance of inclusivity, trust-building, and thorough preparation when implementing risk-sharing approaches. The DRA is committed to advancing these practices, with a goal to influence broader risk-sharing frameworks in the global humanitarian community.
