Goal: The Acute Crisis Joint Response aims to address the most urgent humanitarian needs of communities displaced and affected by Tropical Cyclone Senyar through coordinated, multi sectoral assistance.

Information

On 26 November 2025, Tropical Cyclone Senyar caused severe flooding across 18 municipalities in Aceh Province, as well as in North Sumatra and West Sumatra, resulting in extensive loss of life, mass displacement, and major infrastructure damage. As of 11 December, the National Disaster Management Authority of Indonesia reports 990 fatalities, 222 missing persons, and 884,889 internally displaced persons (IDPs): 816,742 in Aceh, 53,523 in North Sumatra, and 13,624 in West Sumatra.

Aceh is the most affected: approximately 158,000 houses and 1,200 public facilities have been damaged or destroyed, including 219 health facilities, 581 schools, 434 houses of worship, 290 government buildings, and 498 bridges. In the priority districts of Aceh Timur, Langsa, and Aceh Tengah, 427,759 people remain displaced in overcrowded evacuation centres.

Following the devastating impact of Tropical Cyclone Senyar, the Joint Response delivers coordinated, multi-sectoral humanitarian assistance. Activities include providing clean water and emergency sanitation services, rehabilitating damaged WASH facilities, and delivering multipurpose cash to support urgent household needs. Protection efforts include establishing child friendly spaces and community based support mechanisms. The response also covers the distribution of emergency shelter kits, small scale restoration of health facilities, and the operation of public kitchens to ensure affected families have access to safe food.

The Joint Response

The Joint Response covers areas in Aceh province, coordinated down to sub‑district level, targeting Langsa, Bener Meriah, Bireuen, Aceh Utara, Aceh Tamiang, and Aceh Timur. Based on needs assessments by local partners and JR members, priority sectors include the following:

  • WASH: Activities include clean water provision through tanks, pipes, jerry cans, portable treatment units, and emergency trucking; distribution of hygiene and dignity kits; installation of emergency latrines; sanitation rehabilitation in public facilities; and hygiene promotion. These actions are prioritized early to prevent disease.
  • Multipurpose Cash: Partners provide unconditional, unrestricted cash. Cash‑for‑work will also be provided in selected districts.
  • Protection: Activities include awareness campaigns on the NO‑GO‑TELL approach, training health workers and volunteers on water testing, reproductive health, gender-based violence concerns, and menstrual hygiene. A helpdesk at water distribution points will support information sharing and community coordination. Child‑friendly spaces will offer psychosocial support, complemented by community‑based child protection mechanisms.
  • Shelter/Non-Food Items (NFI): Partners will support internally displaced people with emergency shelter kits (ground mats, tarpaulins) and NFI family kits, prioritizing female‑headed households, elderly people, and persons with disabilities.
  • Health: Partners will conduct small‑scale rehabilitation of health facilities to restore basic functionality. Mobile health clinics will deliver primary care and triage, with psychosocial and mental health support through counselling. Women, children, and persons with disabilities are prioritized.
  • Food Security and Livelihoods: To meet immediate food security needs, partners will operate public kitchens to provide meals and distribute essential food items to affected households, while also providing hygiene and cleaning kits to vulnerable families.

 

The JR is planning to reach 68.986 people during this response.
