More than four years into the full-scale invasion, humanitarian needs in Ukraine remain severe and are escalating along the front line. Intensified hostilities and systematic attacks on energy, heating, water and electricity infrastructure have sharply reduced households’ capacity to survive the 2026–27 winter. Around half of national power-generation capacity and 60% of domestic gas production have
been reported offline, and energy for heating and lighting is the single most frequently cited unmet need nationally.
Displacement is accelerating and is increasingly protracted. Many displaced people are living in collective sites such as dormitories, schools and repurposed public buildings, where damaged water supply and hygiene infrastructure, overcrowding and inadequate heating heighten protection and gender-based violence risks, particularly for women, older people and persons with disabilities.

The Joint Response will be an EUR 3 million multi-sectoral humanitarian winter response implemented in the front line eastern oblasts of Kharkiv, Kherson and Zaporizhzhia where humanitarian needs are the highest. These are amongst the most war-affected areas where winters are severest and where the critical energy infrastructure has been heavily damaged. The majorty of Joint Response will be implemented by local Ukrainian civil soceity organisations.
