The Dutch Relief Alliance (DRA) believes in the enhanced value that arises from the increased participation of local actors in humanitarian responses. This process is defined as ‘localisation’ – and the DRA’s commitment to localisation is outlined in a new Guidance Note.

The DRA strongly believes enhanced localisation can contribute to improving the effectiveness of humanitarian responses. The DRA has both collaborated with – and strengthened the capacity of – many local actors since its inception in 2015. A DRA Localisation Working Group was set up in 2017 to support Joint Response leads in developing activities that contribute to localisation.

The new Guidance Note further defines the DRA’s commitment to localisation within the context of international initiatives. These initiatives include the Charter for Change, the START Network and the UN-endorsed Grand Bargain.
Localisation is one of the four key priorities in the DRA strategic plan to the year 2021. Within this strategic plan localisation is made up of five practical objectives:

• Increased funding for local actors
• More efficient funding flows
• Enhanced capacity strengthening of local actors
• Amplifying local voices in global forums and networks
• Improving partnerships with local actors in conflict contexts

The DRA will work together with local partners and other actors in its network to pursue these objectives. The DRA is a coalition of 16 Dutch NGOs supported by the Netherlands Ministry of Foreign Affairs (MoFA).
